Yeah, even though it's theoretically lethal, on its own it's a novelty. The part that's potentially scary is the existence of 3mm ammo. You could build a sports watch that held two or three of these bullets and used electric "firing pins" to get a wrist-mounted weapon that might well get through security (you take off the "watch" and stick it in the security tray, then get it back after you're wanded through). Press and hold one of the buttons for 10 seconds to fire all the bullets at point blank range. Just make sure your hand is in the right position so you don't shoot yourself. ;)

Dunno about effective, but keep in mind that that's pretty much all a pen gun is good for. One careful shot at extremely close range. No sights to speak of, after all. It's obviously not much of a defense weapon. Too slow. The setup time makes it only useful if you already know you're about to use it. Particularly the models legally sold as handguns due to the folding. So you can either deal with clandestine assassination or hurt yourself badly through a shot to your own leg (happened more then once).

The old OSS (pre-CIA) was infamous for such contraptions. I think the pinnacle was 'Aunt Jemina', edible yet exploding pancake flour. Never took off, obviously.
