Premise: in 1949, Jeff Mace (the third to wear the Captain America costume) was thinking of retiring. His sidekick Golden Girl (Betsy Ross) suggested he might do well to redesign the costume to make the role more his own, and they came up with the above design. Replace the chainmail shirt with a buff coat of synthetic silk layers for bulletproofing, and replace the winglets with padding wrapped around the sides for better protection. He wanted stars on the boots like his old Patriot costume had, but Betsy convinced him that it was a bad idea.
