If Toshiba charges $40 apiece even at 4 GB then they're ripping people off. I know the Radio Shack prices on memory are pretty high(they sell EVERYTHING at a premium though) but I can find Kingston 4 GB SD or Flash memory at Big Lots for $12 each and my 8 GB Micro SD from Newegg was less than $20. The prices on memory are low enough that these shouldn't cost more than $20 each domestic.

Keep in mind, you're not just buying a 4G stick and ramming it into a $10 toy. The integration of elements and likely smaller volume of sales boost the price. Someone who knows what they're doing could probably crack Tigatron's chest and swap in the guts of a larger drive, though.
I got several emails from you yesterday, I just didn't have anything to say in reply. :)
