Your courthouse reminds me of the top of the Baxter Building. Now there's a thought: comic book landmark buildings for Monsterpocalypse. What's the defense rating for Doctor Strange's Sanctum Sanctorum? :-)

The Sanctum Sanctorum would probably need new Abilities to be done properly. Like something that gives it a higher Defense against anything with Source: Occult, but also gives those with Source: Occult some bonus for securing it.
