According to Kyde (I think), Crankcase has the Hazmat deco because his original TFU profile mentioned that he used to be a fuel spill janitor on Cybertron.

Aha, yeah. Didn't think to look through all my old G1 comics to find his TFU entry...he's one of the guys who got added later.
