Adding unsweetened baking cocoa to Diet Dr Pepper does not even come close to replicating the taste of Diet Chocolate Cherry Dr Pepper. Even allowing for the inevitable "going flat" effect you get when adding a powder to soda, it's still pretty damned vile.

OH GOD no.

You can get it by adding sugar-free chocolate Hersheys syrup or sugar-free chocolate Torani syrup.

Try this instead

Melt butter in a pan, add powered chocolate, and sugar, stir over medium heat, and pour over ice cream. Drink Diet Dr Pepper with it.

Sounds nice, but kinda misses the point of having something tasty that won't make my diabetes angry. :)

Okay then try this.

Melt a couple tablespoons of butter, add enough cocoa powder to thicken it up, add a couple drops of vanilla, and a couple teaspoons of white stevia powder.

That is a great sugar substitute, and it can handle high temps.

white stevia powder? Why not go for the Peruvian marching powder?
Or Splenda:)

Why on earth are you trying to replicate the taste of Diet Chocolate Cherry Dr Pepper?

Didn't you call it something like a liquified tootsie roll pop? That was complimentary?
