It's a minor victory for Topeka, which is still a hideous place to live -- a major victory would've been a resounding tromping of the anti-gay-rights measure, and it was just too close. The number of people whose statements were "I don't like Fred Phelps, but..." is just embarrassing.
And yeah, the the amendment will probably pass. Red state, white noise.
