Given how Universe has always been a bit of a dumping ground for design ideas that no one wants to risk in the 'main' line, I'm not surprised to see this crop up. What does surprise me is that they didn't just extra-joint the basic design of the original toy, as it would have been a basic-level transformation that would have been hard to glitch.

I've noticed that, as far as Hasbro goes, with G.I. Joe lately it's a matter of "slavish re-creation" for the new toys to be updates of the old. The few that have deviated from that- Serpentor, Zartan, Major Bludd, were the ones people hated and Hasbro is stuck releasing new versions of them- Serpentor in cartoon colors, Zartan in cartoon colros with a swamp skier, and reports they're gonna do a new Major Bludd. And it's been a plan that's worked well to outsell a toy line with no advertising or TV show to back it.
This isn't the case with Transformers, where they aren't concerned with such things and I do tend to see toys stockpile in my area as a result if they aren't prominent show characters. Costing mro emoney probably doesn't HELP, but show characters, even leaders, still sell out while stuff with no show backing doesn't.
I bought Prowl, wasn't too impressed. I'll buy Sideswipe, preference over Sunstreaker... honestly, maybe. I might just skip that toy. Hound and Cyclonus are the only ones I can say feel "right", using the G.I. Joe philosophy of "slavish re-creation". Inferno strikes me as awful, as if they just didn't care enough to make a toy that looked good.
Not that I'm attached to Transformers enough to care if they straight remake the old toys, but I almost suspect in Prowl's case it might have simplified the transformation. Can't say the idea helped Silverbolt at all, though, which just sounds like a waste of a toy.
