Possibly, but keep in mind that a powerful laser will damage glass, despite glass being transparent. It only takes a small percentage of impurities or flaws for a directed energy weapon to dump enough heat into a material to fry it, and I expect a negative index pane would start smoking if a weaponized maser hit it.
