By popular request (well, [livejournal.com profile] foomf said someone should do it), here's the old Villains and Vigilantes villain Warwagon done up in Mutants & Masterminds 2e. I made him PL8 but only 100 points, the sort of trick you generally don't get to play with PCs but villains break the rules all the time. :) And I had to give him some stuff not in his original writeup to even get him that high in points.

Warwagon created by Troy Christensen, drawn by Patrick Zircher, 1985.

Warwagon (Kevin Vanderlaan)
PL: 8
Base of Operations:
Tacoma, WA
Affiliation: None
Allegiance: Avenge the victims of drunk drivers

Background: Kevin Vanderlaan's life was great until a drunk driver hit his car, paralyzing him and killing his girlfriend. The drunk driver himself was unharmed, even laughing after the impact. When the driver killed again while under suspended license and still didn't get jailtime, that was the final straw. Using his engineering skills learned at the Washington Technical Institute for the Advanced Study of Vehicular Engineering, plus a few things he picked up from friends in the defense contracting industry, he built his first Warwagon. He has since improved on the technology as he's delivered bloody justice unto drunk drivers that he feels the system coddles. If his target seems truly repentant, Warwagon will let them off with a flesh wound, but any who are defiant or belligerant will rarely survive the experience.

Abilities: Warwagon has no superhuman abilities. All of his combat punch comes from his armored wheelchair, which he invented himself. He is, however, quite intelligent and driven to the point of insanity, which has let him accomplish a great deal in a fairly short time. The Warwagon can reach speeds of 80mph on roads, has armor proof against small arms, and is equipped with scaled down versions of weapons typically mounted on attack helicopters. Warwagon also wears a helmet with various sensors.

Quote: "Stand aside, mister 'hero'. I need to cite this bastard for DUI."

Appearance: Kevin Vanderlaan is a slender man in his mid 20s with undistinguished features save one...he is confined to a wheelchair due to irreparable spinal damage suffered in an accident. As Warwagon, he is encased in an armored wheelchair (see above) that conceals his features. He is careful to make sure that his "civilian" powered wheelchair bears no resemblance to his Warwagon rig.

Ability Scores: STR 9, DEX 14, CON 10, INT 18, WIS 18, CHA 10
Skills: Computers 8 (+12), Craft Chemical 4 (+8), Craft Electronic 8 (+12), Craft Mechanical 12 (+16), Craft Structural 4 (+8), Disable Device 4 (+8), Drive 8 (+10), Gather Information 4 (+4), Intimidate 4 (+4), Knowledge Physical Science 12 (+16), Knowledge Technology 12 (+16), Knowledge Streetwise 4 (+8), Notice 8 (+12), Profession Engineer 10 (+14), Search 6 (+10), Sense Motive 4 (+8), Stealth 4 (+6)
Feats: Attack Focus (Ranged) +3, Critical Strike, Defensive Attack, Equipment 13, Favored Opponent (Drunk Drivers), Improvised Tools, Inventor, Master Plan, Precise Shot, Prone Fighting, Wealth 3 (total Wealth score is 22).
Powers: Device (Helmet Sensors, Hard to Lose, Super-Senses: Infravision, Ultravision, Low-Light Vision, Radio, Timesense)

Equipment: The Warwagon: STR 16, SPD Running 3, TOUGH 8 (Impervious), SIZE Med, Features: None, Powers: Quad Machine Guns (Blast 8, Autofire, Split Attack), Missiles (Blast 8, Area, Improved Range). (Bought as separate powers rather than using Alternate Power so that one can be destroyed without destroying both)

Combat: Attack +5 (+8 ranged, +6 melee against favored opponent), Damage +0S (melee), +8L (vehicular weapons), Defense 5, Initiative +2
Saves: Toughness 0 (8 Impervious) from vehicle), Fort 0, Reflex 2, Will 4

Drawback: Handicapped (Paralyzed below waist) -4

Complications: Obsessed with bringing drunk drivers to lethal justice, paranoid, multiple personalities, secret ID.

Abilities 24 + Skills 29 + Feats 27 + Powers 4 + Combat 20 + Saves 0 - Drawbacks 4 = 100

Tactics/M.O.: Warwagon has a very specific set of targets, and will try to avoid combat with any law enforcement officers or superheroes. He will ask them to step aside if they get in his way, and will try to avoid hurting them, but may use his missiles to distract them with collateral damage. As time goes on, his conscience is less and less weighed down by his mounting body count...at least, while he's in the Warwagon. He seems to be developing a dissociative disorder, in which all the "necessary evils" he commits are assigned to the Warwagon (both the chair itself and a developing side of his personality) while Kevin himself remains innocent.

Warwagon is not an opponent suited for one-on-one combat with powered heroes, he's a better threat for street-level heroes, especially given the ethical dilemmas he can present to teams that walk the line between justice and vengeance. Also, there's a temptation to treat him as comic relief, but this should be resisted. He may look somewhat silly, but keep in mind that the bullets that come out of that machinegun have ended the lives of dozens.
