IIRC, the DC Heroes RPG Atlas essentially put Smallville as Salina, at the intersection of the Interstates (and got them running the wrong directions). Of course, it was non-canonical (is there canon for anything anymore post punching-the-timeline?)....
Emporia sounds reasonable, though. I always considered it to be around Westmoreland, if only because Westy has the weirdness quota to rival TV-Smallville's.
