By comparison, that is one huuuge cow, but I suppose it's the smallest scale where one can still tell what it is. The problem with making the game in this scale is it makes most everyday things, like cars and people, too small to sculpt.
Yeah, the monsters are about 1:1000 scale. The smallest commercially available train gauge is T scale, or 1:440. Z scale is 1:220, N scale (which is what the cows are) is 1:160.
